Town invites public input to finalize plans for Midtown Oakville

Draft Official Plan Amendment conforms with provincial policy and provides guidance for future growth

The Town of Oakville has released a draft Official Plan Amendment (OPA) for Midtown Oakville (pdf) and invites members of the public to provide their feedback. The public can comment by emailing townclerk@oakville.ca or by attending the statutory public meeting on April 22, 2024. Further refinements to the plan will then be made and an updated Midtown Oakville OPA and recommendation report will go before Council for deliberation and decision on June 24, 2024. 

The purpose of the draft OPA is to update the land use policies for Midtown Oakville in the Livable Oakville Plan (Official Plan) to the year 2051, and to create a framework that will guide the creation of a connected and mixed-used urban destination and community that serves the entire town.

In developing the draft OPA, important consultation took place over more than 20 meetings with the public, developers and landowners, Residents Associations, a Technical Advisory Committee (TAC), the Midtown Oakville Committee of the Whole, and numerous other partner- and topic-specific stakeholder engagements.

Throughout the process, diverse opinions and differing interests were expressed, which is an expected and welcome part of an open and transparent public consultation process. The proposed OPA conforms with provincial policy, reflects the vision and principles for Midtown, guides long-term community building, and reflects the differing public and stakeholder interests.

The OPA is a statutory document providing the policy foundation for Council land use and development decisions to ensure that future planning and development will meet the community's specific needs. The OPA provides the policy direction that will shape Midtown and will inform servicing, transportation, community amenities, urban design, and zoning regulations.

Background

  • Midtown Oakville is an underdeveloped area in Oakville made up of 103 hectares that is centrally located around the Oakville GO Station. 
  • Midtown is bound by the QEW highway to the north, Cornwall Road to the south, Sixteen Mile Creek to the west, and Chartwell Road to the east.
  • Midtown has been identified as an urban growth centre since 2006, with existing policies currently in effect. 
  • With Oakville’s population expected to double by 2051, there is a need for the town to plan for growth and create urban and livable spaces for people of all ages and income levels. The Province of Ontario requires that the town plan for future residents and jobs by the year 2051, including fulfilling its housing pledge to facilitate 33,000 new homes by 2031.
  • Midtown Oakville has the potential to offer more options for diverse and affordable housing, better connectivity to the rest of Oakville through pedestrian, cycling, and transit improvements, additional parks and open spaces, more community amenities and enhanced servicing infrastructure that supports growth.
  • The Midtown Implementation Program will continue after Midtown OPA where technical studies will be completed. There will be a range of opportunities for further participation throughout 2024.
