Parking Enforcement on Private Property

Find out about parking enforcement options on private property.

There are three ways that a property owner, or their agent, can enforce parking on their private property:

  1. Request the appointment of a Municipal Law Enforcement Officer (MLEO) to issue Town of Oakville parking penalties on the private property;
  2. Authorize the Town of Oakville’s Mobile Compliance Officers (MCOs) to conduct parking enforcement at the officer’s discretion (Blanket Authority); or
  3. Authorize the Town of Oakville’s MCOs to conduct parking enforcement when notified by persons designated by the property owner or agent to request enforcement (Delegated Authority).

A private property owner seeking parking enforcement by a Municipal Law Enforcement Officer (MLEO) must submit a Property Owner Authorization form by email to parking@oakville.ca.

Required signage must be installed by either the property owner, property management company or private parking enforcement company and be inspected by Municipal Enforcement Services before appointment as an MLEO may be approved, allowing parking enforcement to commence.

Who may apply for appointment as a Municipal Law Enforcement Officer?

The following persons may apply for an appointment as an MLEO for private property parking enforcement:

  1. A person employed by a private property enforcement company;
  2. A person employed by a property management company; or
  3. A person designated by a commercial property owner or condominium board to enforce parking on their private property.

How to apply for appointment as a Municipal Law Enforcement Officer

  • You must be 18 years of age or older.
  • You must complete the Application Form and include the following documentation:
    • Digital photograph: must be clear, sharp and in focus, show your full face and shoulders straight on and squared to the camera, and show how you look at the time of application.
    • Criminal Record Check provided by an accredited Canadian Police Service or by a third party approved by the town of Oakville that is no more than 90 days old at the time of application. You are responsible for the cost of obtaining a criminal record check.
  • Submit the application and documentation by email to parking@oakville.ca.

Processing your application will take approximately 14 days. Once your application has been received and reviewed, you must then successfully complete a training program. You will be contacted by enforcement staff to schedule training.

Blanket Authority permits the town’s Mobile Compliance Officers (MCOs) to conduct parking enforcement on private property at the discretion of the officer.  

The property owner or their agent does not have to meet the MCO at the property.

The property owner or agent must complete the Blanket Authority form and submit it by email to parking@oakville.ca.

Required signage must be installed by the property owner and inspected by Municipal Enforcement Services before blanket authority may be approved, allowing parking enforcement to commence. See the Blanket Authority form for details on required signage.

The property owner or their agent may be required to attend a hearing or court and provide evidence, if requested.

If, for any reason, the property owner or their agent wishes to end the Blanket Authority, they can contact parking@oakville.ca. Otherwise, the Blanket Authority is valid for two years.

A property owner or their agent may designate a person (or persons) and delegate authority to them to contact a Mobile Compliance Officer (MCO) and request parking enforcement. 

The person(s) who has been delegated the authority to request enforcement must:

  • Meet the MCO at the location;
  • State the reason for enforcement; 
  • Identify the parked vehicles in violation; and
  • Sign a completed Enforcement of Unauthorized Vehicle on Private Property Form.

The property owner or agent must complete the Delegated Authority form and submit it by email to parking@oakville.ca.

Required signage must be installed by the property owner and inspected by Municipal Enforcement Services before delegated authority may be approved, allowing parking enforcement to commence. See the Delegated Authority form for details on required signage.

The property owner and the person who has been delegated authority to request enforcement may be required to attend a hearing or court and provide evidence, if requested.

If, for any reason, the property owner or their agent wishes to end the Delegated Authority, they can contact parking@oakville.ca. Otherwise, the Delegated Authority is valid for two years.

By-law requirements for towing

Towing without the vehicle owner’s consent may only occur in compliance with By-law 2024-187 and may only be authorized by a MLEO appointed by the Town of Oakville, by a MCO employed by the Town of Oakville or by police.   

A MLEO must obtain approval from an MCO before towing a vehicle and the property where towing will be used must have signage in accordance with By-law 2024-187.

How to request a tow from private property

If MLEOs have been appointed to enforce parking on the property, they can also request authorization to tow a vehicle in accordance with By-law 2024-187.  

A MLEO must obtain approval from a Town of Oakville MCO prior to towing a vehicle.

If the property is registered with Municipal Enforcement Services to have MCOs enforce parking, the property owner may contact ServiceOakville at service@oakville.ca or 905-845-6601 to request a tow. This request will be forwarded to the MCOs to review.

A private property owner who does not have MLEOs or MCOs enforcing parking on their property may request towing by an MCO. The property owner may contact ServiceOakville to request a tow. The property owner will be required to sign an Enforcement of Unauthorized Vehicle on Private Property form provided by the MCO and the property must be in compliance with By-law 2024-187, including signage.
