The Temporary Road Closure By-law 2007-135, under section 23.2 of the Municipal Act, 2001, allows the municipality to delegate power to close a highway temporarily, for a maximum of six months.
In making the decision to temporarily close a highway, the delegate must take into consideration the impact of the closure on:
- Public health, safety and welfare
- Traffic patterns and emergency access/egress routes
- Fire and emergency response times in and around the area
- Municipal services, in particular public transit services
- Area businesses and residents
The Mayor and appropriate Ward Councillors must be notified of any temporary highway closures under consideration, and approved closures must be implemented in accordance to the Corporate Public Notification Policy.
Non-compliance with the by-law may result in fees and charges under the Administrative Penalty By-law 2021-038.
