Community Groups (CORE)

CORE is a membership-based program that offers community groups and organizations support in delivering their services.

Please refer to the Town of Oakville's CORE procedure for more information including CORE membership eligibility criteria.

CORE membership

General group

General membership is for groups whose primary focus is delivering community support, educational or recreational activities (including casual sports groups).

Full details are available on the CORE Application form.

Queen Elizabeth Park Cultural and Community Centre (QEPCCC) cultural group

QEPCCC cultural membership is for groups whose main goal is to offer programs or activities in: performing arts, visual arts, media arts, graphic arts, literary arts, music or cultural heritage.

The group must meet the criteria listed under general membership on the CORE Application form. The group must also:

  • Provide 15 annual membership commitment hours to QEPCCC, as defined in the QEPCCC Operating Plan.
  • Operate under a volunteer board or executive committee, made up of five or more members.

For more information about the QEPCCC benefits and requirements of this membership, please contact the Special Events/Scheduling Coordinator at 905-815-5979, ext. 4683 or email qepbookafacility@oakville.ca.

Sport group

For sports groups that offer a competitive program stream and/or organizations that utilize significant sport facility time.

Full details are available on the CORE Application form.

All applicants must meet all of the following criteria:

  • Provide recreational/leisure, cultural, educational, or volunteer services.
  • Be volunteer-based and not-for-profit.
  • Be Oakville/Halton-based with a minimum of 85 per cent of members being Oakville residents.*
  • Demonstrate to the satisfaction of the town that they can carry out their objectives and financial obligations.
  • Adhere to the Ontario Human Rights Code and make membership available to all residents of Oakville without restriction.

Additional information may be requested at any time to confirm a group's eligibility.

*Requests for exceptions to the residency requirement must be made in writing to the Recreation and Culture department every year. Requests should be made in the space provided on the application form. A detailed "Declared Non-Residents List" may be required.

CORE membership allows groups to use Oakville-based school board facilities. Members receive priority status for facility access as outlined in the Facility Allocation policy.

For youth organizations, CORE membership provides preferred rental rates for arenas, pools, and sport fields. Queen Elizabeth Park Cultural and Community Centre (QEPCCC) cultural group membership provides preferred rental rates for cultural rooms at QEPCCC.

All CORE members receive the following benefits:

  • Free group listing and direct link to member sites from town website.
  • Promotional opportunities at reduced rates.
  • Community Use of School access.
  • Priority status of ice, fields and school rentals.

CORE groups are offered special rates to advertise on arena boards and digital screens in town recreational facilities. Looking to advertise your upcoming registration dates, membership information or special events? We have an advertising option for you!

CORE memberships must be up to date in order to qualify for the special rates offered to not-for-profit advertisers. Open the CORE arena board advertising form (pdf) or CORE digital sign advertising form (pdf) or continue reading for details.

Artwork/creative must be supplied by the client and approved by the town per the Advertising Sales Procedure.

All prices are subject to HST. Discounts are offered for annual renewals and contracts over $5,000 annually.
